My name is Allan Shinney, and I'm running for Sheriff of Box Elder County.
I have lived in Box Elder County for over 20 years where my wife, Lora and I have raised 4 children. I am thankful for my community and the examples and support they have been to my children.
I graduated from Weber State University in 1996 with a Bachelors Degree in Criminal Justice and a minor in Sociology. I was hired by the Utah Department of Correction in October of 1996, and retired from Law Enforcement on January 1, 2025. (See Resume Tab for more Work History. )

I am a fiscal conservative that values how our tax dollars are spent. When I took over as the Director of MVED in 2016, we previously operated within the budget, however every year at the end of the budget cycle we bought equipment that was not needed. This practice was done because if we did not spend it, we would lose it. This really bothered me and this practice was not acceptable to me as a tax payer. I was able to change our budget appropriations and we began to cut costs to save funds. Upon my retirement in 2025 we had a significant amount of money in savings and we always operated under budget. I was able to save money by evaluating officer duties and reassigning it if a support staff employee could do the work. I was able reclassify 10 full-time officer positions to non-sworn employees and the savings were large. Our statistics increased substantially and I focused on hiring better officers rather then more officers.
If elected to Sheriff, I intend to always operate within the budget and find ways to reduce it.
I believe in accountability and I will not hesitate in taking action on any and all issues. I will be a Sheriff for all. I believe in the citizens personal property rights and I will listen to public opinion on sensitive issues. Community trust is everything to me and I must lead by example. I cannot and will not abuse my authority and I should respect the traditions of the office by being held to a higher standard. I am seeking this position because I believe that I have the leadership skills necessary and experience to make the difficult decisions that this job requires.
I will make sure that the Deputies are well trained and that they focus on the core values of the community. I will implement a culture of courage, honesty, sound character, and officers that the community can look to for trust and help.
My main goal is to reestablish culture, gain public trust and to keep the community safe.
